[ProgrammeDescription] | Description of the monitoring programme | There is currently no mechanism to collect, analyse and interpret population-leve cetacean data to fulfil the requirement of OSPAR assessments and the six-yearly reporting requirements for EU Habitats and Marine Strategy Framework Directives at a European scale in a co-ordinated or consensual manner among Member States. For highly mobile and wide-ranging populations of cetaceans, the inclusion of a trans-boundary approach is a prerequisite to allow for a proper assessment of their status. Previous trans-boundary cetacean surveys in the European Atlantic (SCANS, SCANS-II and SCANS-III) have all been independently proposed, and finance sought, by the team of scientists that implemented them each time a survey was needed, according to the objective of approximately decadal-scale surveys. Contrary to what many assume, there is no long-term commitment or mechanism to ensure funding is available for future co-ordinated trans-boundary surveys. A framework is needed to ensure the long-term implementation of a co-ordinated trans-boundary cetacean monitoring programme (SCANS programme) in the Northeast Atlantic. |
